Brokerage Event

The brokerage event will take place on the 6 th October at Villa Bighi, Kalkara

Scope

After the successful events in Toulouse and Riga , the third brokerage event on Aeronautics and Space will be held in Malta . Now that the third and final Aeronautics FP6 call is over, the event will focus on the path towards FP7. National contact points from nine countries will be presenting the potential in their respective country with the aim of stimulating research collaboration between stakeholders. This will eventually result in projects that will be undertaken under FP7. Invited speakers will discuss their experience in FP6 and their company's intentions in FP7. Maltese stakeholders will also be giving their experiences and outlining their potential involvement in future projects.
The Brokerage event will provide an excellent networking environment to discuss new ideas in the Aeronautics and Space area, share knowledge and experience and obtain feedback from potential partners and users. This is essential in ensuring better exploitation of results and better co-ordination of research activities within Europe . Stakeholders are invited to present their work and to take part in the presentations and discussion at the Brokerage event. During the event attendees will have the chance to conduct high-quality face-to-face meetings with potential partners.

This event is an ideal platform to:
•  Discuss initiatives with potential project partners
•  Get to know more on FP7
•  Develop contacts within the European area
•  Obtain information on technological trends and research activities within the Aeronautics and Space research areas

Minutes for START brokerage event – Malta 6 th October 2005

The third START brokerage event took place in Malta on the 6 th October 2005 at the Malta Council for Science and Technology (MCST) premises. The event, chaired by Dr Ing. Carl James Debono started at 9:15 and finished at 17:15 .

A welcome address was delivered by Dr Brian Warrington, CEO of MCST. This was followed by a description of the START project and an illustration of the current activities and results by Dr Tsvetan Dachev, coordinator of the START Project. This presentation was then followed by the first sequence of presentations delivered by the partners of the START consortium. The sequence was:

Dr Tsvetan Dachev, from the Solar-Terrestrial Influences Laboratory – Bulgarian Academy of Sciences, presented the Bulgarian Potential.

Mr Hillar Toomiste, from the Archimedes Foundation, presented the Estonian potential.

Dr Thilo Schoenfeld, from the Centre National de Recherche Technologique Aeronautics & Space (CNRT-AE), presented the French potential and some ideas from ACARE's view of the future.

Ms. Sandra Vasilevska, from the Riga Technical University (RTU), presented the Latvian potential.

Mr. Zbigniew Turek, from the Institute of Fundamental Technological Research (IFTR), presented the way Poland is creating a collaborative research approach between all stakeholders in Poland . He showed the advantages of such an approach which will enhance Poland 's possibilities in attracting more funding.

This sequence from the partners was then followed by the first presentation from the first invited speaker. Ms Claudia Fusai, from Deep Blue s.r.l., gave an overview of the company and its involvement in FPs. She stressed that the company is a service oriented company and provides consultancy on interaction design, management of creative processes, Human factors, Safety and validation in complex systems and fundamentals of Air traffic management.

This presentation was followed by a coffee break. On return Ms Fusai presented her second presentation dealing with SME participation in FPs. She outlined the advantages and disadvantages of a service oriented SME in participation to FPs. She showed that participation enhances the companies' portfolio and networking. However, SMEs face difficulties in entering in consortiums and it is sometimes difficult for service SMEs to recover the 50% funding they provide to the project.

This was then followed by the remaining partner presentations. This sequence was:

Dr Anca Liana Racheru, from the Romanian Space Agency (ROSA), discussed the Romanian potential.

Dr Tamer Ozalp, from the Scientific and Technical Research Council of Turkey (TUBITAK), presented the Turkish potential.

These presentations were followed by a presentation on the Faculty of Engineering of the University of Malta delivered by Dr Ing. Victor Buttigieg, head of the Department of Communications and Computer Engineering. This was followed by a lunch break.

After the break, the second invited speaker, Dr Paul Marshall, head of Cranfield University Aerospace, gave an overview on Cranfield University and discussed the University's participation in FPs. From the discussion it became clear that Universities need research money in order to improve their activities, network with new partners, and enhance their portfolio. Since Cranfield University is well known in Aeronautics it finds little difficulty in getting involved in consortia, however funding is usually tight.

This presentation was then followed by discussions from Maltese stakeholders. In sequence:

Mr Michael Refalo, from MCST, presented the statistics on the performance of Malta in FP6.

Dr Ing. Adrian Muscat, from the Department of Communications and Computer Engineering, University of Malta , presented the results from the project ALIPRO an SSA from the IST thematic area dealing with benchmarking of NMS research programmes.

Dr Charles Galdies, from the International Ocean Institute, delivered a presentation on the evaluation of satellite imagery using microwave remote sensing for initializing and assimilating numerical atmosphere and ocean modelling in the central Mediterranean .

Dr Ing. David Zammit Mangion, from the Department of Electronic Systems Engineering, University of Malta , gave a presentation on the potential in Aeronautics.

This was followed by a coffee break, after which the last two presentations were given. These were:

Mr Reuben Farrugia, from the Department of Communications and Computer Engineering, University of Malta , presented the Maltese participation in the TWISTER project, an IP from the Aeronautics and Space Thematic area's first call. Results from the usage and modelling of the system were discussed.

Mr. Stephen Abela, from the Department of Metallurgy and Materials Engineering, University of Malta , presented the Department's potential in Space applications.

The presentation was then followed by a round table discussion and the final closing remarks from Dr Ing. Carl James Debono.

Minutes for START Consortium meeting – Malta 7 th October 2005 

The fourth START consortium meeting took place in Malta on the 7 th October 2005 at the University of Malta premises. The event, chaired by Dr Ing. Carl James Debono started at 9:30 and finished at 15:00 .

The meeting started with an overview of the current state of the project delivered by Dr Tsvetan Dachev. He indicated that the commission is still reviewing the report and still required the electronic versions of form C and a signed financial statement.

Dr Dachev also informed that a conference will be held in Sofia in November and he invited the partners to submit an abstract to be included in the proceedings. The conference will be held on the 23 – 25 November with the first day dedicated to FP7. The conference web site is: www.stil.bas.bg/11conf .

As regards strategy, the aim is to continue to fill in the database with new entries and to disseminate the work done as a means of supporting the companies and individuals who subscribed.

After a coffee break, Aziz Koru gave an overview of last month's newsletter. The partners agreed that the newsletter is of high quality and does not need any changes in its format.

This discussion was followed by lunch. After lunch, Dr Tamer Ozalp and Aziz Koru gave a brief overview of what there will be in the next event in Turkey . A video showing major attractions in Turkey was shown. The partners agreed to have the next brokerage event and consortium meeting in Turkey on the 16 th and 17 th March respectively instead of the planned January dates. This was believed to be a better choice since the partners would discuss the last touches to the final reports. The partners also decided that Turkish stakeholders attending the meeting should send ideas with the registration so that parallel sessions with interested parties could be organized.

Dr Anca Liana Racheru has shown the interest of ROSA to have a follow-up of START. The partners were not sure whether the commission would take such a project positively since in FP7 Aeronautics and Space will be separated. Dr Thilo Schoenfeld suggested that advice from the commission should be sought first. The partners decided to send any ideas to Dr Anca Liana Racheru and have a go – no go decision by the end of November.
